Country girl Kim Hollingsworth takes her first steps into prostitution as a result of her abusive boyfriend Trent stealing her money. With Politician John Hatton pushing for a Royal Commission, Detective Inspector Dennis Kelly warns Detective Sergeants Jim Egan and Trevor Haken to clean-up their act, but instead, Jim and Trevor devise a plan to swindle $200,000 from the Federal Police, with the assistance of Drug King Bill Bayeh and his crew. Surviving a brutal stabbing, John Ibrahim strikes up a deal with a nightclub owner to buy a percentage of the Tunnel Cabaret and finally gets his foot in the door as an entrepreneur.

After turning her back on the VIP escort service, Kim Hollingsworth is drawn back to prostitution when she’s rejected by the Police Academy. Surviving an accidental shooting in Bill Bayeh’s gaming room, John Ibrahim is offered further fatherly advice by George Freeman – his final piece of wisdom before his death. Newly promoted Chief Inspector Dennis Kelly privately meets the lawyer for the daughter of Government Minister Ken Wallis, assisting him in getting drinkdriving charges against the Minister’s daughter dismissed.

Nightclub Doorman Benny Kassab steps out of King’s Cross Boss Bill Bayeh’s shadow and distributes drugs in secret, creating tension against the Bayeh brothers, and inadvertently prompting an attack on Louis Bayeh’s house. Detective Sergeant Trevor Haken’s increased alcoholism and paranoia takes a toll on his marriage. He accuses his wife of having an affair with Detective Sergeant Neville ‘Scully’ Scullion and when he discovers it’s not true, Mrs. Haken demands to be driven to her mother’s place, but they never make it – a car accident occurs. Prostitute Kim Hollingsworth falls for Sergeant Dave and is persuaded, along with younger sister Melissa and friend Galina, to strip for a police charity, only to discover he has taken off with their money.

Episode 5 - Saving Face

Louis Bayeh uses his money and police contacts to track down Shaka and Korbage for shooting-up his house; unaware Benny Kassab has turned to Jim Egan and Trevor Haken for assistance, resulting in further complications. When Constable Debbie Webb, now Detective Debbie Webb, is tricked into participating in an insurance scam by Eddie Gould, she reports the incident to the Deputy Commissioner, only to be labelled a whistleblower and ignored. John Ibrahim leases Illusions for Hammer to avoid his ex-con affiliates from drinking at the Tunnel and destroying business, whilst Kim Hollingsworth gets one-up on Sergeant Dave by convincing him she will participate in another sex show.

Constable Wendy Jones joins Kings Cross Police, whilst unable to handle the consequences of becoming a whistleblower, Debbie Webb sinks into alcoholism. Kim Hollingsworth tests the loyalty of smitten, nineteen-year-old university student Michael, by allowing fellow prostitute Galina to proposition him. And in an attempt to further his career ambitions, Dennis Kelly takes Debbie Webb’s police corruption complaint to Internal Affairs in order to get into the Police Commissioner’s good books.

Episode 8 - Crossroads

Stalked by Michael, attacked by Constable Les and verbally abused by Constable Andrew, Kim Hollingsworth finally reaches breaking point when friend and fellow ‘working girl’ Wanda is found dead. This prompts her to leave prostitution behind and enrol at the Goulburn Police Academy. Despite physical and emotional harassment from her Fraud Squad colleagues, Debbie Webb joins forces with politician John Hatton in agitating for a royal commission into the NSW police force, changing the course of history. Frustrated by his inability to change the system as a uniformed officer, Joe Dooley leaves Kings Cross Police and applies for the detective's course at Goulburn Academy.

Meanwhile, John Ibrahim is hauled before Justice Wood to explain both his business interests and his sexual interest in Constable Wendy Jones.

Episode 12 - The Good Lieutenant

With the Wood Royal Commission wrapped up, the old lions of the drug trade jailed and the corrupt cops kicked out, Danny "DK" Karam recruits a crew of young western suburbs punks (led by Michael ""Doc"" Kanaan) and takes control of the Kings Cross streets. Strike Force Lancer is formed to fight this new wave of crime, and Joe Dooley is the first officer to join up. But DK's greatest threat comes from within his own crew.

Episode 13 - Alpha and Omega

Drug-dealer Michael ""Doc"" Kanaan devises a plan to knock-off John Ibrahim and Kiwi Steve to divert suspicion away from him over the murder of Danny "DK" Karam.
