Edgar Hoover after a reporter asked for a list of the "toughest guys" the department sought to capture. Included: James Earl Ray, who made the Top 10 twice; Billie Austin Bryant, who had the shortest stay on the list; and Ruth Eisemann-Schier, the first woman to make the list. Host: Arthur Kent.
